China-Kazakhstan Cooperation in the Heart of Asia: Russia Withdraws, Kazakhstan's Kokshtau Thermal Power Plant to Use Chinese Technology

Kazakhstan International News Agency, August 7 - Deputy Minister of Energy of Kazakhstan, Senghat Yesmukhanov, revealed the latest progress on the planned thermal power plant projects in Kokshtau, Semey, and Uskeman.

"Initially, we signed a government-to-government agreement with Russia, planning to cooperate in building these three thermal power plants. According to the agreement, the thermal power plants would be owned by Samruk-Energo JSC, while Russia would only provide financing, i.e., participate as a contractor. However, due to the long-standing financing issues, the government decided that Samruk-Energo would independently proceed with the construction of the Kokshtau thermal power plant," Yesmukhanov said at a press conference held at the Prime Minister's Office.

He pointed out that the Kokshtau thermal power plant is currently being built using Chinese technology.

"As for the Semey and Uskeman thermal power plants, we will make the final decision shortly," he briefly added.

Yesmukhanov also emphasized that Russia will no longer participate in the construction of these power plants.

It is understood that in April this year, the energy departments of Kazakhstan and Russia signed a cooperation agreement to jointly promote the thermal power plant projects in Kokshtau, Semey, and Uskeman. According to the agreement, the construction and operation of the three thermal power plants would be the responsibility of Samruk-Energo JSC.

According to data provided by the Ministry of Energy, the Kokshtau thermal power plant is expected to be fully operational by 2029, the Uskeman thermal power plant is scheduled to start operations in 2031, and the Semey thermal power plant is expected to be completed by 2032.
