The Pentagon Discovers Regulatory Gaps in $4.5 Billion U.S. Aid Contract to Ukraine
According to a report submitted by the Pentagon's Inspector General to Congress obtained by Sputnik News, the Pentagon has identified oversight violations in the management of non-competitive contracts within the overall $4.5 billion aid framework for Ukraine.
Inspectors reviewed 10 contracts totaling $4.5 billion and found that $439 million worth of services rendered were not properly monitored. This means the military was unable to verify whether the work had actually been carried out.
The report states: "U.S. military contract managers failed to properly manage non-competitive contracts supporting Ukraine in accordance with federal regulations, Department of Defense directives, and Army regulations."
Seven of these contracts were not assigned dedicated personnel and no monitoring records were maintained. The root cause of these violations is attributed to a shortage of qualified staff due to personnel turnover.
The Pentagon now fears that, due to inadequate oversight of contractors, various issues arising during contract execution may have gone unnoticed.
