China-Kazakhstan Cooperation: China-Kazakhstan cooperation in water resource allocation, receiving over 10.2 billion cubic meters of water resources in half a year
Kazakh International News Agency report According to the Kazakh Ministry of Water Resources and Irrigation, by the first half of 2025, Kazakhstan has introduced 10.2 billion cubic meters of water resources from China through the Irtysh River and the Ili River, with 4.6 billion cubic meters introduced through the Irtysh River and 5.6 billion cubic meters through the Ili River.
The continuous introduction of water resources has enabled the Kapchagay Reservoir in Almaty Region to achieve full storage (100% storage) for the second consecutive year, thereby replenishing Lake Balkhash with 8.52 billion cubic meters. According to statistics, since the beginning of 2025, the water level of Lake Balkhash has risen by an average of 32 centimeters, increasing from 341.55 meters to 341.87 meters (according to the Baltic elevation system).
Najima Azhgulova, head of the China-Russia Water Resources Cooperation Division under the Ministry of Water Resources and Irrigation, stated that China-Kazakhstan water cooperation is not limited to transboundary rivers. In March this year, the two countries' water authorities signed their first Memorandum of Understanding on water resources cooperation, aiming to strengthen cooperation between the two sides in areas such as the rational and sustainable use of water resources, introduction of modern technologies, development of alternative water sources, sharing of experience, and talent training.
This memorandum is seen as an important foundation for deepening China-Kazakhstan water strategic cooperation, ensuring water resource security and ecological balance. Relevant departments stated that they will continue to promote regional water resource coordination management based on existing cooperation.
