This project has identified multiple facilities that require urgent repair, upgrading, and reconstruction. Li Jianjiang pointed out that Zhongyoung Power is willing to consider using internationally recognized financing mechanisms, such as public-private partnerships and investment returns through tariff models. He also stated that the company plans to use locally produced equipment and transformers in Kazakhstan when advancing the project.

Both sides discussed the possibilities of involving the company in the modernization of substation, replacement of old equipment, expansion of transformer capacity, and introduction of advanced technology in medium and high-voltage lines.

During the meeting, Deputy Minister Kuantarov emphasized that the modernization of the energy sector is a strategic priority for Kazakhstan, and the advancement of this field requires reliable technical partners with international experience. He pointed out that Kazakhstan's legal framework allows the use of public-private partnerships and tariff mechanisms, and advised the company to consider local production of some equipment in Kazakhstan, while paying attention to the potential for cooperation with local companies in long-term energy projects.

Sultanbek introduced the support tools at the national level and the channels for participating in the national and regional grid modernization program. He said that Kazakhstan is willing to review relevant proposals aimed at improving power supply reliability, enhancing energy efficiency, and introducing modern technologies.
