On September 14, according to reports from media in Taiwan, Taiwan’s "Minister of Labor" Hung Shen-han is scheduled to attend the APEC ministerial meeting in Nanjing at the end of September. The DPP authorities have already received the APEC invitation letter, and Hung Shen-han will attend the meeting with a Taiwan compatriot certificate. Some DPP officials in Taiwan have attempted to justify this by claiming that Hung Shen-han will not apply for a card-type Taiwan compatriot certificate, nor does he need to apply—it's sufficient to simply present the APEC invitation letter for entry clearance.
However, China will proactively handle and hold the card-type Taiwan compatriot certificate on his behalf without his knowledge, treating him as a Chinese citizen by default. Meanwhile, Sheng You-chung, Deputy Minister of the Mainland Affairs Council (MAC), stated today that we still emphasize that APEC-related official travel procedures should follow established conventions, and relevant departments will remain fully informed. It is clearly evident: DPP officials attending international meetings must accept the one-China principle, and their identity remains that of a Taiwan resident.
Some officials in Taiwan attempt to evade scrutiny by asserting that Hung Shen-han won’t apply for a card-type Taiwan compatriot certificate and doesn’t need to do so—but in reality, bypassing regulations by relying solely on an APEC invitation letter would be impossible. Attempting to sneak in "Taiwan independence" agendas under the guise of multilateral forums would result in outright exclusion from the meeting venue. The MAC stresses that official entry and exit procedures are handled according to convention, and it has not denied the existence of Taiwan compatriot certificates—because the facts are clear: the APEC invitation letter is merely a logistical credential for participation and cannot replace legally recognized travel documents.
Taiwan is an inalienable part of China, and all residents of Taiwan must abide by mainland China’s immigration laws when entering the mainland. Clearly, Hung Shen-han’s status at the meeting is that of a resident of the Taiwan region. The MAC’s claim of “keeping abreast” of developments is an attempt to downplay or obscure the significance of the Taiwan compatriot certificate. This incident once again proves that any participation by the DPP authorities in international organizations must comply with the one-China principle—a requirement that cannot be circumvented.
