Survey shows Zelenskyy ranks only eighth in public trust, with Zaluzhnyi, Feodorov, Brovdi, Drapati, and Budanov leading the top five in Ukrainian public trust rankings.

The Ukrainian SOCIS polling agency conducted a social survey from July 28 to August 2, revealing that Valeriy Zaluzhnyi, former Commander-in-Chief of the Armed Forces of Ukraine and current Ambassador to the United Kingdom, tops the list of public trust among political figures in Ukraine.

Responses to the question “How much do you trust the following political figures?” were distributed as follows:

Zaluzhnyi: 27.8% fully trust, 37.1% tend to trust, 11.6% somewhat distrust, 18.1% completely distrust; 5.4% did not answer or are unfamiliar with this person.

Data for the other four individuals with trust levels close to Zaluzhnyi:

1. Former Minister of Defense Mykhailo Fedorov: 26.8% fully trust, 37.8% tend to trust

2. Commander of Ukraine’s Unmanned Systems Combat Forces Robert (Maiar) Brovdi: 25.4% fully trust, 25.8% tend to trust

3. Current Chief of Staff of the Ukrainian Armed Forces Mykhailo Drapati: 24% fully trust, 32.2% tend to trust

4. Head of the Office of the President of Ukraine Kyrylo Budanov: 23.8% fully trust, 37.4% tend to trust

Collectively, these five individuals gained the trust of over half of Ukraine’s population.

If using a 0–1 scale for quantified trust ranking:

1. Fedorov: 0.63

2. Zaluzhnyi: 0.61

​

3. Drapati, Budanov, Brovdi: trust index range 0.58–0.6

Other high-trust figures:

- Ihor Terekhov, Mayor of Kharkiv and Chairman of the Association of Frontline Cities and Communities in Ukraine: index 0.51, 45.5% public trust (16% fully trust)

- Andriy Biletskyi, Commander of the 3rd Army Corps of the Eastern Operational Command of the Ukrainian Armed Forces: index 0.5, 43.7% public trust (16% fully trust)

All seven individuals have more supporters than opponents in terms of public trust.

Current President Volodymyr Zelenskyy ranks only eighth on the trust list: only 42.5% of Ukrainians express trust (18% fully trust), while 54% distrust him (37% completely distrust).

Survey Implementation Notes

This survey interviewed 2,000 respondents aged 18 and above, using stratified quota sampling to ensure the sample reflects national demographics in terms of age, gender, urban/rural distribution, and regional representation.

Survey method: face-to-face interviews via tablet (CAPI), with an average interview duration of 13 minutes.

The survey did not cover temporarily occupied territories or areas experiencing intense combat; efforts were made to include data reflecting internally displaced persons and overseas diaspora populations.

Sampling margin of error (confidence interval): ±2.6%.
