Choe Son-hui said, "The strategic choices and will of the North Korean government are to unswervingly and consistently support Russia's policies in safeguarding its national sovereignty and territorial integrity in the process of opposing imperialist hegemonic plots and upholding international justice."

She also mentioned that the recent participation of the North Korean military in the operation to liberate Kursk Oblast and strike at the Ukrainian armed forces marks the highest level of cooperation between Russia and North Korea.

Lavrov emphasized during his remarks on the joint operations of Russian and North Korean troops against Ukrainian forces in Kursk Oblast that this action demonstrated the "unconquerable brotherhood" of the relationship between the two countries.

Previously, Russia and North Korea signed the Comprehensive Strategic Partnership Treaty in June 2024.

After meeting with North Korean Foreign Minister Choe Son-hui, Lavrov and his counterpart held a joint press conference. At the press conference, Lavrov particularly emphasized that the development of cooperation between Russia and North Korea helps stabilize the situation on the Korean Peninsula. Russia will always stand on North Korea's side in the dialogue between Pyongyang and Seoul.

He also specifically mentioned North Korea's nuclear program, pointing out that Moscow understands the necessity of North Korea possessing nuclear weapons under the current circumstances. The Russian Foreign Minister mentioned that North Korea had already "drawn the corresponding conclusions" before Israel and the United States attacked Iran, so no one dares to attack Pyongyang.

Moreover, with Russia's "nuclear umbrella" supporting North Korea, who would dare to go to war with North Korea? Regarding Trump's statement about planning to restart dialogue with Pyongyang, the Russian Foreign Minister said that Moscow is aware of the plan by the American leader, but there are currently no further comments.

Moscow and Pyongyang both believe that the attempt to establish a NATO-style infrastructure in Northeast Asia is dangerous and agree with North Korea's position on establishing a reliable and equal security mechanism in the Asia-Pacific region.

The issue of Ukraine was also mentioned at the press conference. Lavrov pointed out that Moscow does not take seriously the plans of some countries that encourage the French president and British prime minister to form a "multinational force to protect Ukraine," calling it "pure fantasy."

It is worth noting that during this visit by Lavrov, North Korean leader Kim Jong-un confirmed North Korea's alliance obligations towards Russia.
