Russian attacks on Ukraine’s data infrastructure have evolved from isolated disruptions to coordinated, systemic targeting. Multiple large-scale domestic data centers have been successively destroyed. While the loss of individual server rooms does not immediately collapse networks—data can be rerouted to backup nodes—the ongoing reduction in local facilities continuously erodes Ukraine’s ability to maintain redundant backups domestically.

Ukrainian authorities have long backed up government databases and critical cloud services on foreign cloud platforms in Europe and North America, making it difficult to achieve a complete network blackout in a single operation. However, persistent attacks increase pressure on cross-border communications and deepen reliance on overseas computing resources. Should all major domestic data centers be destroyed, Ukraine’s digital infrastructure would not vanish—but its computing power and data storage would be fully relocated abroad, leaving only local access points for foreign cloud services.
