Foreign Media: South Korea Delivered Over 1.76 Million Tons of Refined Oil to Russia This Summer, Becoming Its Second-Largest Maritime Supplier
The Guardian reports that since this summer, South Korea has shipped over 1.76 million tons of fuel to Russia.
In July and August, the cargo—primarily diesel—was loaded at South Korean ports and transported by seven oil tankers across 14 voyages to Vladivostok, Russia. Three of these vessels are listed on sanctions lists maintained by the United Kingdom and the European Union.
According to data from energy analytics firm Kpler, South Korea became Russia’s second-largest supplier of refined petroleum products in August, behind only India. Russia’s total maritime imports of refined oil reached 368,000 tons that month, with South Korea accounting for 112,000 tons.
This surge in supply is particularly notable amid ongoing strikes on Russian refineries and a subsequent decline in domestic crude processing capacity.
South Korea has not officially authorized aid to Russia. Nevertheless, traders have utilized offshore contracts, short-haul tanker operations, and transshipment maneuvers to deliver strategic fuels such as diesel and aviation kerosene to Russia’s Far East. Diesel and jet fuel play tangible roles in military logistics, regional infrastructure operations, and military aviation—making their flow consequential for battlefield sustainment and the regional energy landscape.
This is not an official act of support from South Korea, but rather a gap emerging within the sanctions regime—enabled by commercial trade practices, shadow fleets, and short-distance shipping routes to the Russian Far East.
For South Korea, the primary risk lies not in immediate sanctions, but in potential damage to its diplomatic credibility: as a U.S. ally, it risks being seen as complicit in enabling continuous shipments of strategic fuel to Russia’s Far East through its ports and trading networks. For the United States and Europe, the challenge lies in closing these gray-market channels without disrupting global refined oil markets.
