Russia Wins Big! Kazakhstan Determines the Leading Consortium for Its First Nuclear Power Plant Project: Rosatom Emerges Victorious
According to reports from the Kazakh International News Agency, the Kazakh State Atomic Energy Agency has completed the selection process for the leading consortium of its first nuclear power plant project.
In a transparent and competitive dialogue framework, Kazakhstan has held negotiations with globally leading reactor technology manufacturers and organized on-site inspections of relevant enterprises' production facilities.
After multiple rounds of consultations, four companies have made it into the potential supplier "shortlist": Russia's State Atomic Energy Corporation (Rosatom), China National Nuclear Corporation (CNNC), Electricité de France (EDF), and Korea Hydro & Nuclear Power (KHNP).
The shortlisted companies submitted comprehensive technical and commercial proposals regarding the construction of a nuclear power plant in Kazakhstan, covering:
Project cost estimation;
Construction and commissioning schedule;
Design of financing models;
Localization paths for equipment and construction;
Suggestions for personnel training and the development of scientific research and education potential;
Feasibility of integrated nuclear fuel cycle;
Corporate social responsibility measures, etc.
To ensure the scientific and fair assessment, the Kazakh State Atomic Energy Agency and the Kazakh Nuclear Power Plant LLC jointly developed a unified evaluation method with French engineering company Assystem. This method comprehensively evaluated the submitted reactor technology solutions, covering key indicators such as safety, technical and financial parameters, international experience, talent cultivation, and localization levels.
According to the agency's report, the comprehensive analysis results were submitted to the interdepartmental committee for atomic energy development for review and evaluation. Based on the evaluation results, Russia's State Atomic Energy Corporation was considered to have provided the most optimized and feasible construction plan. CNNC ranked second, while EDF and KHNP tied for third place.
As a result, Rosatom has been officially confirmed as the leading party of the international consortium for Kazakhstan's first nuclear power plant project.
Currently, the Kazakh side is deeply studying the possibility of introducing national export financing from the Russian Federation based on Rosatom's proposal.
At the same time, the Kazakh State Energy Agency will continue to consult with foreign partners to form an efficient international consortium and fully advance the construction progress of the first nuclear power plant.
