Ukraine's Defense Ministry: 87% of Attack Drones Intercepted in July, but Ballistic Missile Interception Rate Only 15%

On August 7, Ukraine's Defense Ministry reported that the country's air defense systems shot down a total of 5,142 attack drones in July, achieving an interception rate of approximately 87%. However, among the 195 ballistic missiles launched by Russian forces, only 29 were successfully intercepted—resulting in an interception rate of just 15%.

The Ukrainian Defense Ministry stated that the sharp decline in ballistic missile interception efficiency stems primarily from a severe shortage of interceptor missiles. “During July, Ukraine’s air defenses faced an extreme shortage of interceptor munitions when responding to ballistic missile attacks,” it said.

Media estimates indicate that since July 1, Ukraine’s PAC-3 MSE interceptor missile stockpile had been nearly depleted—a critical shortfall, as this is the only missile type capable of terminal-phase interception of the "Iskander-M" ballistic missile. Even if Patriot launch systems remain intact, they are rendered ineffective without supporting missiles.

The consequences of insufficient ammunition have become painfully evident during multiple large-scale air raids. On the night of July 2, Ukrainian forces shot down 476 drones and 44 out of 46 cruise and guided aerial missiles—but managed to intercept only four out of 28 incoming ballistic missiles. Four days later, Russia launched 68 missiles and over 350 drones; Ukrainian forces downed 326 drones and 37 out of 39 cruise missiles, but failed to intercept a single ballistic missile.

This issue is not unique to Ukraine—it represents a global challenge: only five or six countries worldwide currently possess the capability to produce interceptor missiles capable of defending against ballistic missiles.

Ukraine’s allies have begun scaling up production capacity. In late July, the U.S. military signed a contract with Lockheed Martin worth up to $5.862 billion for the procurement of PAC-3 MSE interceptors. The company plans to increase annual production from 620 to 2,000 units by 2030. However, the full production cycle requires 24 to 30 months, meaning the missile gap cannot be quickly filled.

Ukraine and its European partners are advancing alternative solutions—the Fire Point company in Ukraine has developed the "Freya" air defense system. This system is significantly less expensive and suitable for mass production, but it has yet to complete real-world testing against ballistic missile targets.

At the beginning of this summer, Ukraine made notable progress on the battlefield and in drone technology, leading to a temporary improvement in Ukraine-U.S. relations. After a meeting between Trump and Zelenskyy, positive statements were initially issued.

However, these diplomatic gains quickly faded. Trump refused to provide Ukraine with additional Patriot systems and blocked any plan for local production within Ukraine. Negotiations regarding Starlink also yielded no results. Meanwhile, Kiev was rocked by multiple political scandals involving corruption. Under these circumstances, Russia seized upon Ukraine’s air defense vulnerabilities, launching multiple large-scale missile strikes on the capital, resulting in significant civilian casualties.
