War damages exceeding $750 billion difficult to recover, Ukrainian economist proposes 50-year installment compensation plan
On August 7, Oleksandr Usenko, former economic advisor to the President of Ukraine and an economist, assessed the mechanism for implementing war reparations against Russia. He stated that Ukraine’s war-related losses had reached $750 billion by 2024 and continue to grow. Given the extremely large total amount, full recovery in the short term is unfeasible; recovering the entire sum within one to ten years is unrealistic, as such massive expenditures would far exceed Russia's short-term ability to bear them.
Usenko proposed the most viable solution: spreading the reparations over a 50-year period, with Russia paying a fixed $20 billion annually—a figure within Russia’s economic capacity. Currently, there remains no mature international legal framework for enforcing reparations or utilizing frozen assets, making the overall process complex and lengthy, requiring coordination among multiple countries and spanning Ukraine’s long-term post-war reconstruction efforts.
