According to news from the Kazakhstan Atomic Energy Agency (KAE), the head of the agency, Almasadam Satkaliyev, held discussions with his Chinese counterparts on safety issues related to nuclear power plant construction.

During a working visit to China, Satkaliyev met with Dong Baotong, Vice Minister of Ecology and Environment of China and Director of the National Nuclear Safety Administration.

The Kazakhstan Atomic Energy Agency reported: "Both sides focused on implementing consensus reached at the highest level, developing cooperation between their regulatory bodies, and exchanging experiences in areas such as license issuance and regulation, safety assurance during nuclear power plant construction, talent cultivation, and expert capacity building."

It is reported that both sides also discussed improving regulatory systems in the field of atomic energy utilization according to International Atomic Energy Agency (IAEA) standards.

On June 14, 2025, the Kazakhstan Atomic Energy Agency announced that Rosatom, the Russian state nuclear company, would lead an international consortium responsible for constructing the country’s first nuclear power plant. The consortium also includes China National Nuclear Corporation (CNNC), a Chinese state-owned enterprise. After a nationwide naming campaign, the plant was named "Balkhash" due to its location near Lake Balkhash.

Subsequently, the Kazakh government decided that the second nuclear power plant in Almaty Region would be constructed by China National Nuclear Corporation (CNNC).

Kazakhtelegram News Agency, June 16 — During the visit of China’s National Energy Administrator to Kazakhstan, the first meeting of the China-Kazakhstan Joint Working Group on Civilian Nuclear Energy Cooperation was held in Kazakhstan. The meeting was co-chaired by Almashadam Satkaliyev, Head of the Kazakhstan Atomic Energy Agency, and the Director of China’s National Energy Administration.

During the meeting, both sides engaged in in-depth discussions on key issues in the peaceful use of nuclear energy and reaffirmed their shared commitment to further strengthening cooperation in this field.

Both parties unanimously agreed that enhancing coordination and expanding practical cooperation in the nuclear energy sector is of significant importance for elevating the level of bilateral energy partnership.

At the end of the meeting, both sides signed the minutes of the meeting. The document systematically summarized the consensus reached during the session and further clarified the key directions for future cooperation between China and Kazakhstan in the peaceful use of nuclear energy.
