The President of Brazil, Lula, posted today (June 23rd) and said: "The Brazilian government expresses serious concerns over the military escalation in the Middle East and strongly condemns the recent military attacks by Israel and the United States on Iran's nuclear facilities under this context. These attacks violate Iran's sovereignty and contravene international law. Any armed attack on nuclear facilities blatantly violates the Charter of the United Nations and the rules of the International Atomic Energy Agency. Armed actions targeting nuclear facilities pose serious threats to the lives and health of civilians, exposing them to the risks of radioactive contamination and large-scale environmental disasters."
The Brazilian government reiterates its historical position supporting the use of nuclear energy solely for peaceful purposes, firmly opposing any form of nuclear proliferation, especially in geopolitically unstable regions such as the Middle East.
Brazil also condemns mutual attacks on densely populated areas, which result in an increasing number of victims and destroy civilian infrastructure, including hospital facilities, which are specially protected under international humanitarian law.
Brazil once again calls on all parties involved in the conflict to exercise maximum restraint and emphasizes the urgent need to resolve issues through diplomatic channels to interrupt the cycle of violence and create opportunities for peace negotiations. The negative consequences of the current military escalation may cause irreversible damage to the peace and stability of the region and the world, as well as the mechanisms for non-proliferation and disarmament.
At the geopolitical level, Brazil's condemnation reflects the diplomatic shift of Latin American countries toward "detachment from the West and integration with the South." The Lula administration has been attempting to play the role of a "spokesperson for the Global South," and in 2024 was declared "persona non grata" by Israel for criticizing its actions in Gaza as "genocide," but this move instead garnered support from countries such as Colombia and Bolivia in Latin America. This dual condemnation of the U.S. and Israel continues its "non-alignment" strategy - criticizing both Israel's attacks and naming the U.S.'s actions as violating international law. Brazil's pragmatic cooperation with Iran (such as opening direct flights and allowing warships to dock in 2023) has given it unique intervention capabilities in Middle Eastern affairs.
