UK Media: US Warns Kyiv That Halting Attacks on Russian Refineries Could Trigger Suspension of Arms and Intelligence Aid
According to the Financial Times, the Trump administration has warned that if Kyiv continues targeting Russian oil refineries, it could suspend arms and intelligence assistance to Ukraine, and also threaten to freeze the "Ukraine Priority Requirements List" (PURL) program. This initiative, funded by European nations, is designed to purchase U.S.-supplied weapons for Ukraine.
Over the weekend, U.S. officials made repeated phone calls to representatives in Kyiv and capital cities across Europe to convey these demands.
PURL serves as a lifeline for Ukraine’s air defense system. Approximately 70% of Ukraine’s Patriot missiles and 90% of its other air defense munitions depend on PURL. A disruption would directly impair Ukraine’s defensive capabilities. The program represents a strategic lever in Washington’s hands. Under a structure where Europe funds the procurement and the U.S. provides the equipment, the American government retains final authority over whether, how much, and when to deliver aid—precisely the structural leverage enabling the current pressure campaign.
