Prime Minister Hun Manet reiterated Cambodia's clear principles and position on resolving the border tensions with Thailand, emphasizing that Cambodia remains committed to peacefully resolving the issue based on law and bilateral mechanisms.

"We continue to use the legal and technical basis under national and international law, as well as bilateral mechanisms to resolve border tensions. Our goal is to avoid the use of force, but Cambodia reserves the right to take all self-defense and sovereignty protection measures," he said.

Prime Minister Hun Manet stated that Cambodia has reported four sensitive areas to the United Nations, and legal experts will be prepared to address the issue in the future.

"Cambodia is committed to maintaining peaceful relations with its neighboring countries—not only in terms of borders and culture, but also economically. We have had 75 years of economic relations, and in all aspects, we must respect each other and avoid unilateral actions. Cambodia seeks clarification because Thailand continues to act unilaterally... Starting from June 7, 2025, Thailand gradually closed border checkpoints, reduced operating hours, and then completely closed the border on June 23, suspending the flow of goods and people, except for students and emergency patients. Prime Minister Hun Manet outlined three conditions for reopening the border and emphasized that the final decision lies with Thailand:

First, Thailand must first unilaterally reopen the border and guarantee that such unilateral closure will not happen again;

Second, all border gates must be reopened—partial opening is unacceptable;

Third, the border must return to the opening hours before June 7, from 6 a.m. to 10 p.m., open for both people and goods.

"If Thailand meets these three conditions, Cambodia will fully reopen all border crossings within five hours. We set these conditions because we don't want to continue playing a game of cat and mouse," he said.
