According to the state leader's 2025 State of the Nation Address and related decrees on the development of Almaty City, the government has formulated this constitutional law. The bill is centered on the development ideas and principles established by the head of state, aiming to create necessary conditions for the rapid and sustainable development of Almaty City.

According to the vice premier of the government, Kanaat Pozhimbaev, investors have consistently shown confidence in its development potential since the establishment of Almaty City.

Currently, the first 44 investment projects have basically taken shape, with a total investment of 1.8 trillion tenge, which is expected to create about 30,000 jobs. This lays the foundation for building the city into a center for science, tourism, medical care, and innovation.

Pozhimbaev said that at the same time, in order to gradually improve urban infrastructure, the government has approved the "2030 Development Plan." The project selection and funding allocation procedures will be uniformly approved by the aforementioned committee.
