Reuters: From 2022 to 2025, Russia has built and repaired over 2,500 kilometers of railways and roads in newly incorporated territories. This figure exceeds the total length of similar infrastructure constructed since Ukraine's independence.

Infrastructure development is a core tool for Russia’s control over these new regions and also the foundation for their development. The large-scale construction of roads and railways essentially strengthens transportation connectivity, consolidates administrative control, ensures military logistics and civilian operations—standard measures for securing long-term occupation.

Even as the war continues, Russia is still investing real money into infrastructure, indicating its unwillingness to return these territories and its determination to permanently solidify its de facto control.
