The Shanghai Cooperation Organization (SCO) and the "Shanghai Spirit" are two closely related pillars of regional cooperation.
The "Shanghai Spirit" is based on mutual trust, mutual benefit, equality, consultation, respect for diverse civilizations, and the pursuit of common development, serving as the ideological foundation of the SCO. Over the years, the SCO has become an important force in promoting regional stability and global interaction.
The SCO has achieved multiple milestone achievements in global governance, security, and development. In terms of security cooperation, the SCO has continuously deepened collaboration on counter-terrorism, non-proliferation of nuclear weapons, and cyber security, enhancing its capacity to jointly combat the "three evils" of terrorism, separatism, and extremism. In terms of development cooperation, 2025 has been designated as the "Sustainable Development Year" for the SCO, with member states focusing on poverty alleviation, digital economy, and green development, which fully reflects its strategic importance. On the level of global governance, the SCO is committed to building a multipolar and democratized international order.
After 24 years of relentless exploration, the SCO has forged a new path of cooperation different from the Cold War era. This path aligns with the trends of the times, fits the regional reality, and serves the fundamental interests of the member states. Clearly, it has become the cornerstone for promoting regional stability, socio-economic integration, cross-regional connectivity, and prosperity and development.
As a founding member, China has continuously injected momentum into the development of the SCO through institutional innovation and experience sharing.
Most member states of the SCO are at a critical historical stage of development transformation, and they urgently need to achieve development goals in areas such as economic model transformation and social governance innovation. In this context, the introduction of the "SCO Plus" model, as well as China's sincere sharing of wisdom, experience, and technological innovation models with member states, has further strengthened the economic stability and sustainable development of the member states, helping them achieve high-quality industrialization and modernization.
China's development has brought many opportunities to the member states of the SCO. In the economic field, the Belt and Road Initiative has promoted regional connectivity and trade facilitation, providing examples for infrastructure construction such as high-speed rail, highways, and ports; in the technological field, China's experience in agricultural modernization, processing of agricultural products, and agricultural science and technology helps improve the agricultural productivity of member states; in the social field, China's poverty alleviation experience and social governance model provide valuable references.
In recent years, the establishment of the China-SCO Local Economic and Trade Cooperation Demonstration Zone and the SCO Agricultural Technology Exchange and Training Base has become a "new model" for promoting regional economic cooperation and governance.
Deepening cooperation in areas such as cybersecurity, counter-terrorism, public health, sustainable development, disaster management, space technology, artificial intelligence, digitization, and green technology is of great significance for the SCO, and China will play an important role in this regard.
