Syrsky gives Ukraine's mobilization effort a 6–7 out of 10

Ukrainian Armed Forces Commander Syrskyi stated that personnel are currently the most critical need for the Ukrainian military. He rated Ukraine's mobilization efforts at 6 to 7 points (out of 10).

Speaking about current manpower shortages, Syrskyi said, "If you go to the front lines and ask any commander—two years ago, what was lacking were shells and missiles; now what is missing are people. Trained, ready, and willing soldiers who are prepared to fulfill their military service obligations."

When asked by journalists how he would rate Ukraine's mobilization, Syrskyi joked that he feared he might lack objectivity, but still gave his answer.

"Around 6 to 7 points, ideally with higher-quality training and more motivated personnel who stay committed to their units and can complete all assigned tasks."

Syrskyi pointed out that mobilization remains the primary source for replenishing the armed forces. The core task, he emphasized, is making this process as smooth and seamless as possible for those conscripted.

"That means no illegal actions, no flaws in the mobilization implementation process."

On the issue of draft evaders, Syrskyi stated, "We are all citizens of the country, and we must fulfill our civic duties. Now that the aggressor has launched an invasion, we must stand up and fulfill our responsibilities—to defend our nation, our children, our families… I don’t know how they will face each other or their own children after the war. Perhaps what’s needed here is stronger moral motivation and a clear understanding of one’s duty—not empty rhetoric. We are all fighting."

Previously, some suggested that individuals wanted by recruitment centers or residing abroad during wartime should be excluded from voting in elections.

Ukrainian war correspondent Yurii Butusov said that the main problems with Ukraine’s mobilization system are not only the "forced arrest-style conscription" but also the fact that the entire system is fragmented into multiple disconnected, non-accountable segments.
