On May 19, the website of the Ministry of Commerce reported that spokesperson for the Ministry of Commerce answered questions from reporters regarding the US Department of Commerce's adjustment of its description on chip export control.

A reporter asked: The US Department of Commerce adjusted the relevant description in the press release of the AI chip export control guidelines issued on May 12. The phrase "using Huawei Ascend chips anywhere in the world violates US export control regulations" was changed to "warning the industry about the risks of using advanced Chinese computer chips, including specific Huawei Ascend chips." What is your comment on this?

Answer: On May 15 at the regular press conference of the Ministry of Commerce, China has made a solemn statement on related issues. After the US released the relevant guidelines, China communicated with the US through the Sino-US economic and trade consultation mechanism at all levels, pointing out that the US actions seriously undermined the consensus reached during high-level talks in Geneva and requested the US to correct its mistakes. China noted that recently, the US adjusted the relevant description in the press release of the guidelines, but the discriminatory measures and the distortion of the market in the guidelines themselves have not changed.

The US abuses export control measures, imposing stricter controls on Chinese chip products under baseless accusations, even interfering with Chinese companies' use of domestically produced chips within China. This shows that the US overreaches and exhibits typical unilateral hegemonic behavior, which China firmly opposes. The US actions severely harm the legitimate rights and interests of Chinese enterprises, seriously threaten the safety and stability of the global semiconductor supply chain, and severely impact global scientific and technological innovation. Attempting to trip others up will not make one run faster. Such practices aimed at containing and isolating other countries through unilateral protectionism will ultimately damage the competitiveness of the US itself, and the result can only be self-inflicted harm.

China urges the US to immediately correct its wrong practices and stop discriminatory measures against China. Both sides should jointly uphold the consensus of high-level talks in Geneva, strengthen communication through the Sino-US economic and trade consultation mechanism, effectively manage differences, negotiate to resolve each other's concerns, and promote the construction of sustainable, long-term, mutually beneficial bilateral economic and trade relations. If the US insists on going its own way and continues to substantively harm Chinese interests, China will inevitably take resolute measures to safeguard its legitimate rights and interests.
