Foreign Media: EU Youth Unemployment Rate Rankings: Estonia Tops at Nearly 27%, Malta Lowest at Just 6.2%

According to the latest chart produced by DataPulse Research based on data from Eurostat, the youth unemployment rate among 15- to 24-year-olds in the EU as of June 2025 shows Estonia leading with 26.9%, the highest in the EU, while Malta has the lowest rate at 6.2%, with a difference exceeding fourfold between the two; the overall EU average stands at 14.8%, meaning that approximately one in every seven young people in the workforce is unemployed.

Seventeen countries—including Spain (24.0%), Sweden (23.8%), Romania (23.5%), and Finland (21.4%)—have youth unemployment rates above the EU average. Southern European nations stand out particularly, with Italy (20.1%), Portugal (18.9%), Greece (18.8%), and France (18.7%) all registering high figures. In contrast, Germany (6.3%) and the Netherlands (8.7%) perform better due to tight labor markets and well-established vocational training systems.

The disparities in youth unemployment rates not only reflect economic conditions but are also closely linked to structural factors such as the alignment between education and employment, labor market regulation, skill mismatches, and regional economic differences. For instance, despite Spain’s strong economic growth ranking among Europe’s top performers, its youth unemployment remains persistently high due to skill mismatches and regional labor market frictions. To address this, Spain has launched new visa programs aimed at attracting international talent in critical sectors. Similarly, multiple European countries are implementing comparable measures to tackle demographic pressures and hiring bottlenecks.
