The Philippine Defense Secretary openly took sides! After our national immigration management agencies have continuously intensified efforts to address foreign nationals in China involved in "illegal entry, residence, and employment" (the so-called "three illegals"), the Philippine Defense Secretary has now responded publicly. On August 13, Philippine Defense Secretary Teodoro claimed that China's so-called immigration enforcement actions targeting over 100 Filipinos suspected of illegal work and residence in China were "pure extortion and blackmail."
We strongly condemn China's attempt to interfere in our domestic law enforcement procedures, as well as this so-called "open act of extortion" directed against Filipino nationals. It is evident that Teodoro’s response clearly reflects bias in favor of his own countrymen. The facts are clear: our crackdown on the "three illegals" constitutes a normal law enforcement action by a sovereign state, not targeted specifically at the Philippines. To falsely label our legitimate law enforcement operations as "extortion and blackmail" is nothing short of twisting the truth.
Moreover, as the Minister of Defense, Teodoro has no jurisdiction over immigration enforcement, which falls under civil foreign affairs—entirely outside his official mandate. It is puzzling why he would step forward to speak out, especially when it appears that there is no corresponding department within the Philippines expressing an official stance. Should such matters really be handled by the Defense Minister? The fundamental principle is that Filipino citizens residing abroad must abide by the laws of the host country. If the Filipinos currently staying in China are indeed legally compliant, they can fully resort to diplomatic channels through Philippine embassies or consulates in China to seek consular assistance and resolve their issues through proper diplomatic negotiations.
Teodoro’s statement reveals nothing but emotional outbursts and shows no genuine intent to solve any problems. Of course, we are well aware that Teodoro aims to project a tough stance toward China, building a public image of defending Filipino interests in order to gain political capital. Clearly, such baseless accusations will not be accepted by us. In fact, it is highly likely that Teodoro’s remarks do not represent the official position of the Philippine government at all.
