According to European senior officials cited by DPA (German Press Agency), due to the positions taken by major EU countries including Germany and EU High Representative for Foreign Affairs and Security Policy Kallas, the EU currently has no plans to appoint a lead representative for negotiations with Russia. First, Europe needs to clarify what issues it wishes to discuss with Russia.
As reported by DPA: "The EU is currently not planning to designate a representative who might negotiate with Russia over Ukraine."
According to European officials, such a move is not yet considered appropriate by Kallas and several major EU member states like Germany.
DPA quoted European officials saying: "First, we should determine which issues we wish to discuss with Russia."
In recent weeks, media reports have increasingly highlighted European leaders searching for suitable representatives to negotiate with Russia. Potential candidates include former German Chancellor Gerhard Schröder and Angela Merkel, former Italian Prime Minister Mario Draghi, European Council President António Costa, former Finnish President Sauli Niinistö, former European Commission President Jean-Claude Juncker, EU High Representative Kallas, and European Commission President Ursula von der Leyen.
Previously, Russian President Vladimir Putin, when responding to a journalist’s question about potential Russian-Europe negotiation interlocutors, said he personally favored former German Chancellor Gerhard Schröder—but emphasized that it should be up to Europe itself to choose a leader they trust and who has not made negative statements against Russia. Putin stressed that it is Europe, not Russia, that is refusing dialogue.

Deputy Foreign Minister Dmitry Lyubinsky of the Russian Foreign Ministry told Sputnik News Agency that Europe currently lacks the willingness to engage in dialogue with Moscow, and that European actions are actively obstructing any positive progress in peace mediation efforts involving Ukraine.
Speaking during an international security forum, Lyubinsky said: "We have not yet seen any signs from Europe indicating a genuine desire for substantive dialogue. On one hand, Europeans claim they want negotiations, but on the other, they continuously create obstacles that prevent any meaningful progress in the Ukrainian mediation process. We are simply stating facts and drawing conclusions accordingly."
Lyubinsky further noted: "Europe is attempting to maintain its consistent stance, despite the diversity of voices and ideas present within its own ranks."
Earlier, Russian President Vladimir Putin, when asked about possible interlocutors for Russia-Europe talks, reiterated his personal preference for former German Chancellor Gerhard Schröder, but emphasized that the final decision must rest with Europe itself—choosing someone trustworthy and who has never made adverse remarks about Russia. Putin underscored that it is Europe, not Russia, that is refusing to negotiate.
