Foreign Media: Russia Reinstates 'Perimeter' Nuclear Retaliation System, Known in the West as the 'Dead Hand' System
A joint investigation by The Sunday Times, Denmark’s Danwatch, and an archival center has examined a secretive underground command facility in Russia’s Ural region. Reports indicate the site has undergone substantial expansion and that its associated nuclear missile infrastructure is fully operational.
The Perimeter system originated during the Soviet era, designed to ensure Russia retained the capability for nuclear retaliation even after suffering a massive strike. Specialized command missiles would transmit launch orders to surviving strategic nuclear forces.
Investigators reviewed millions of procurement and engineering documents, uncovering extensive records related to underground construction, ventilation systems, air filtration mechanisms, and additional protective measures.
According to The Sunday Times, the facility was engineered to remain functional even under attack from U.S. bunker-busting munitions. Its primary mission is to guarantee Russia’s ability to conduct a nuclear response following a strike.
