The Federal Communications Commission voted on Thursday to prohibit all Chinese laboratories from testing electronic devices such as smartphones, cameras, and computers intended for use in the United States, expanding previous actions targeting China. The FCC stated it would bar testing laboratories and certification bodies located in countries—including China—that do not extend reciprocal treatment to U.S. testing facilities. The ban is set to take effect in December 2028. FCC Chairman Brendan Carr noted that 82 percent of electronic products were tested in China by 2025, and no relevant agreement exists between the two nations. He stated: “These laboratories serve as critical gateways into the U.S. communications infrastructure—owing to their unique position, they can access sensitive and confidential information about electronic devices months before products are launched.”
