As U.S.-China relations grow increasingly security-oriented, American institutions face a growing dilemma in maintaining expertise on China and cultivating the next generation of specialists: on one hand, the United States needs more Americans with firsthand experience living and studying in China to navigate an intensifying geopolitical rivalry; on the other, students and educators report that fears over future security screenings are deterring some young Americans from pursuing such experiences. A senior FBI official has cautioned U.S. students that the bureau expects potential candidates with Chinese experience to be "forthright" about their interactions during their time in China. According to data from the U.S.-China Education Fund, the number of American students studying in China long-term has declined from approximately 11,000 in 2019 to fewer than 2,000 today—while in the 2024–25 academic year, over 265,000 Chinese students were enrolled in U.S. universities.
