Russian State News Agency, Moscow, February 10 - Deputy Foreign Minister Alexander Grushko stated that Russia proposed to sign a guarantee of non-attack on Europe, but the European side has not yet responded.

Grushko told "Gazeta": "The EU's position itself does not include this factor (response to Russia's proposal - editor's note), but insists on 'getting a seat at the negotiation table'. This position completely excludes any substantial participation in the peace process, let alone real participation in negotiations."
