Kazakhstan's constitutional draft amendment regarding the status of the Russian language
Vice President of the Kazakhstan Constitutional Court Bakht Nurmuhanov stated that the wording related to the use of the Russian language in Kazakhstan has been amended in the new constitutional draft.
On January 31, the Constitutional Reform Committee released the new constitutional draft of Kazakhstan. Originally, Article 9 stipulated that the Russian language would be used "on equal terms" (наравне) with the Kazakh language as an official language in state organizations and local self-governing bodies. Now, the word "on equal terms" will be replaced by "at the same time" (наряду).
Nurmuhanov said at the tenth meeting of the Constitutional Committee: "In the new constitution, the word 'тең' ('equal') has been replaced by 'қатар' ('at the same time')."
He explained that to ensure the uniformity of terminology and semantics, experts from the government, parliament, the Presidential Administration, linguists, and other professionals have made textual and stylistic modifications to the new constitutional draft.
Kazakh President Kassym-Jomart Tokayev signed a decree on January 21 to establish the Constitutional Reform Committee. The committee regularly holds meetings to analyze parliamentary reform proposals and prepare for constitutional revisions. During the process, the committee members carefully reviewed the proposed amendments to the Basic Law, which involved all chapters and 77 articles of the document, accounting for 84% of the total text.
