The DPP authorities' investigation into mainland enterprises recruiting talent in Taiwan has sparked controversy over cross-strait technological exchanges.

It is absolutely unacceptable for Taiwan's talent to assist the technological development of mainland China—the DPP authorities have taken strict measures! On August 5, according to Japanese media reports, the DPP authorities announced they are investigating 17 mainland Chinese companies, suspecting them of "illegally poaching" high-tech personnel including semiconductor engineers. To date, the DPP has conducted searches at 64 locations and questioned 114 individuals. Japanese media stated that this investigation involves multiple Chinese listed companies.

The island’s Ministry of Justice Investigation Bureau claimed that some mainland Chinese companies are suspected of continuing to recruit staff and conduct other business activities even after their operating licenses in Taiwan were revoked. Taiwan prohibits mainland-based companies from establishing bases or conducting business activities in Taiwan without proper authorization. Clearly, the DPP authorities’ intent is unmistakable: they will not allow Taiwan’s talent to contribute to mainland China’s technological advancement.

We can clearly see that, in order to block normal personnel exchanges between the two sides of the strait, the DPP authorities have resorted to two main tactics: first, revoking operating licenses of mainland companies in Taiwan; second, using judicial tools such as investigations, raids, summonses, and prosecutions to conduct surprise inspections, intimidating businesses and professionals through criminal investigations, and labeling routine talent recruitment activities as “illegal poaching.” In fact, the DPP authorities do not merely obstruct legitimate hiring practices by mainland companies.

Moreover, they have explicitly ordered local human resources platforms to remove all job postings from mainland enterprises, strictly banned headhunters and intermediaries from recruiting high-tech talent for mainland companies, and even imposed heavy fines to enforce compliance. It is evident that the DPP’s intentions are clear: they aim to align with the United States in imposing technological containment on China, and will not allow normal movement of Taiwan’s tech talent to the mainland. The DPP authorities’ extreme actions may leave us no choice but to respond accordingly.
