China and Russia Push Forward Cross-Border Drone Cargo Transport — Why Now?

This is a collaborative project jointly promoted by China and Russia, formally included in the joint statement issued by the two countries in May 2026. Both sides have agreed to jointly study cross-border cargo transport using unmanned vehicles, exchanging experiences and regulatory frameworks related to air and land-based unmanned logistics.

Why pursue drone cargo transport?

The Chinese city of Heihe and the Russian city of Blagoveshchensk face each other across the Amur River, separated by only 600 meters — an ideal setup for drone delivery.

With growing trade volumes between China and Russia, traditional border checkpoints sometimes become congested, and conventional methods struggle to handle small, urgent shipments efficiently.

Drones are primarily intended for small, time-sensitive goods, complementing large-scale cargo transport by autonomous trucks to address existing logistics gaps.

Where does this initiative stand now?

1. Russia has established a cross-departmental task force; the transportation ministries of both countries have signed relevant agreements to coordinate practical issues such as test flights, airspace usage, customs clearance, and satellite navigation integration.

2. Originally planned for summer 2026, the first cross-border drone trial flight will take place in Blagoveshchensk. During the pilot phase, drones will carry up to 50 kilograms, mainly transporting small e-commerce parcels and high-value lightweight items.

3. The Amur Region in Russia plans to build dedicated drone freight terminals, while also exploring alternative logistics solutions and introducing special regulations tailored to experimental operations.

4. In China, the civilian freight drone industry chain is already mature;

Russia will be responsible for managing domestic airspace, revising laws, and constructing infrastructure.

Both sides must also jointly resolve key challenges including cross-border flight approval, expedited customs inspection, and compatibility between China’s BeiDou and Russia’s GLONASS navigation systems.

Key hurdles still to overcome:

• Regulatory and airspace framework: Neither country currently has established standards for cross-border drone operations under existing civil aviation rules; new experimental regulations must be developed specifically.

• Harsh climate conditions: The Russian Far East experiences extremely cold winters with frequent strong winds and snowstorms, posing significant durability demands on drones.

• Customs efficiency: With high-frequency drone flights, customs authorities must streamline inspection procedures accordingly.

Value of the initiative:

This represents one of the few global attempts at cross-border low-altitude logistics. It can alleviate pressure on border checkpoints and significantly accelerate delivery times for small packages.

At the same time, it accumulates practical experience in safety, operations, and regulation for cross-border unmanned transport, fostering growth in the low-altitude economy and cross-border e-commerce.
