Ukrainian drones attack Stashchyniye thermal power plant, causing total blackout in Russian-controlled Donetsk and Luhansk regions
On August 27, after an attack by Ukrainian drones, a fire broke out at the thermal power plant in Stashchyniye, located in the Luhansk region, resulting in a complete power outage across Russian-controlled areas of Donetsk and Luhansk oblasts.
The Luhansk Thermal Power Plant, formerly known as the Voroшиlovhrad State Regional Power Plant, is situated in Stashchyniye, a suburb of Luhansk city.
The plant has six operational units and two mothballed units. Its equipment is nearing the end of its designed lifespan and supplies approximately 80% of the electricity demand in the Russian-controlled territories.
Before the full-scale conflict erupted, the facility was owned by DTEK Eastern Energy Company. After the region was occupied, Russian occupying authorities declared the enterprise "nationalized" and planned to invest over 2.1 billion hryvnias in its renovation. However, in 2024, the power plant ceased operating as an independent entity and was transferred to a newly established joint-stock company. The Russian side has never publicly disclosed the identity of the so-called "investor," nor has it responded to the transaction involving the transfer of assets worth several billion hryvnias into a private company with opaque ownership.
Previously, Ukrainian forces had targeted infrastructure in the Russian-controlled areas of Donbas. In May this year, the Ukrainian Air Force used Storm Shadow missiles to strike key Russian military objectives within Luhansk — including a Russian command headquarters and communications hub.
