IAEA: Financing and construction timeline for Kazakhstan’s first nuclear power plant project finalized

From Kazakhtelecom News Agency: On the 28th, Almas Atamkhan Satkhaliev, Director General of the National Atomic Energy Company of Kazakhstan, provided clarification regarding funding for the construction of the country’s first nuclear power plant.

Notably, on the same day, the Kazakh National Atomic Energy Company signed an intergovernmental agreement with Russia’s state-owned Rosatom, reaching consensus on basic principles and conditions for cooperation on the nuclear power plant project, as well as on providing state export credit financing for the project.

"This financing will provide long-term loan support with terms highly favorable to Kazakhstan. Currently, relevant matters are being actively followed up by the Ministry of Finance," said Satkhaliev.

Initial estimates indicate that constructing two power units will cost approximately $14.4 billion. Additionally, an extra $2 billion is planned for safety systems and social infrastructure development.

The project has now entered the implementation phase, with engineering survey work progressing steadily. According to the plan, major construction at the nuclear power plant site is scheduled to begin in 2027.

"Typically, such construction projects take around 10 years. However, after discussions with our partners, both sides have agreed to aim for the commissioning of the first unit seven years after the pouring of the first concrete, i.e., by 2034," said Satkhaliev.

Previously reported, on May 14, the Government of Kazakhstan approved the "Comprehensive Development Plan for Localized Production in the Nuclear Energy Industry (2026–2030)." This plan aims to establish a solid domestic industrial foundation for the nuclear power plant project.

From Kazakhtelecom News Agency: Kazakhstan has designated the name "Moyinkum" for its planned second nuclear power plant.

The decision to construct the second nuclear power plant has been made. The project is also intended to be located in the Balkhash Lake region. Currently, Kazakhstan is conducting in-depth assessments of three potential candidate sites. Once a final conclusion is reached, the exact location will be officially announced. At this stage, the project has already been assigned a working name.

The second nuclear power plant is planned to include two power units, each with a capacity of 1,200 megawatts (MW).

As previously mentioned, China National Nuclear Corporation (CNNC) is considered one of the potential partners for this project.

Earlier reports indicated that Kazakhstan’s first nuclear power plant will be named the "Balkhash Nuclear Power Plant."
