She said at a meeting of the European Parliament in Strasbourg: "Our democracy is facing a serious challenge. We live in an era of confrontation between democracy and anti-liberalism. We see extremist parties sending worrying signals, trying to split society by creating false information. There is no evidence that they have viable solutions. But there is evidence that many of them receive support from hostile forces such as Russia."

The report states that von der Leyen is accused of abusing her power in the signing of contracts for the purchase of untested COVID-19 vaccines in EU countries, but in her speech, she did not give a clear response to these accusations, merely calling them "conspiracy theories." She also referred to the parliamentary groups supporting the no-confidence vote as "conspiracy theory enthusiasts," including "anti-vaccine activists and supporters of Putin."

The motion was initiated by Romanian member of the European Parliament Georgi Pîrlea. The proposal received support from 74 MPs, 31 of whom belong to the European Conservatives and Reformists Group.
