«Kazakh International News Agency» - February 19, the Senate of Kazakhstan (the upper house of the Parliament) passed a bill to approve «the Act on the approval of the Agreement between the Government of the Republic of Kazakhstan and the Government of the People's Republic of China on the implementation of projects in the field of renewable energy».
This law aims to approve the aforementioned cooperation agreement signed by the governments of the two countries on November 12, 2024, in Baku.
According to the Senate Committee on Agricultural Issues, Natural Resources Utilization and Development of Rural Areas, the agreement aims to pool the efforts of both sides, encouraging, planning and implementing renewable energy and sustainable development projects within Kazakhstan, to jointly address global climate change.
According to the terms of the agreement, both parties will ensure the transparency of the relevant legal and regulatory framework, and jointly promote the development, construction and operation of large-scale energy projects within Kazakhstan. The agreement also specifies the procedures for project implementation, basic conditions and operational standards.
The document makes specific plans for the construction of wind power stations and solar photovoltaic power stations. Relevant large-scale projects will be located in Karaganda, Turkestan and Pavlodar regions, and will be equipped with integrated infrastructure for energy production and energy storage. According to the agreement, the term of the electricity purchase contract for the project is 25 years.
The implementation of these projects will help enhance national energy security, promote the application of green technologies, and significantly reduce greenhouse gas emissions.
Senator Sultangali Duysembaev said that the total installed capacity of the project will reach 1.8 gigawatts. This scale will not only significantly increase the proportion of green energy in the national energy structure, but will also inject momentum into infrastructure development and economic growth in the relevant areas.
"The law sets up special implementation procedures for these large projects. Given the large scale and technical complexity of the projects, we have set clear requirements for investors in terms of financial stability, technical capabilities, and mature experience in the field of renewable energy. Most importantly, these initiatives fully align with Kazakhstan's commitment to increasing the share of renewable energy by 2030, as well as its strategic goal of achieving carbon neutrality by 2060," Duysembaev pointed out.
It is reported that the three major energy projects are planned to be completed and put into operation between 2027 and 2029.
