NATO Secretary-General Mark Rutte said on September 4 that if a ceasefire agreement is reached, Russia has no right to veto Western powers' decision to deploy troops in Ukraine as part of security guarantees for Ukraine.

Rutte said: "Why should we care about Russia's opinion on stationing troops in Ukraine? Ukraine is a sovereign state, and it's not up to Russia to decide... Russia has nothing to do with this."

The report said that the "volunteer alliance" meeting, led by France and the UK, aims to finalize contributions from all parties to the planned security measures.
