The Russian Ministry of the Far East Development will sign a government-to-government agreement with China in the first half of 2026 regarding the Future International Advanced Development Zone.
Vitaly Altabayev, Deputy Minister of the Russian Far East and Arctic Development, stated at the Eastern Economic Forum that the Russian Far East and Arctic Development Ministry expects to sign government-to-government agreements on the Far East International Advanced Development Zone with China in the first half of 2026 and with India in the second half of 2026.
He said that when drafting this agreement, international practices were taken into account, including the experience of economic zones in the UAE and China. The Russian legal basis that will take effect on January 1, 2026, is based on this.
Altabayev said that the department plans to finalize the regulatory framework currently under review by the end of the year and begin establishing the International Advanced Development Zone in the Far East from January 1, when the law comes into effect.
The 10th Eastern Economic Forum was held in Vladivostok from September 3 to 6.
