A parent at the scene said that after entering the kindergarten parking lot, the driver "accelerated toward the kindergarten."

Witnesses said it was clear that the driver was not mentally clear at the moment of the incident.

A neighbor who witnessed the scene said that after the incident, the driver exhibited many abnormal behaviors. "He opened the door, took off all his clothes, and was completely naked."

This resident said, "We don't know why he did this. We tried to control him."

Quebec Superior Court Judge Éric Downs said that this ruling does not mean St-Amand is acquitted or pardoned. However, he admitted that this ruling does not help in understanding the cause of the tragedy.

"Seeing them talk about him like this, we were shocked," said parent Melanie Goulet. "It feels like he is the victim."

Goulet said she was disappointed with this process.

"I feel like there is no justice now. I feel like the criminal has more rights and receives more care than all the victims," she said.

Goulet pointed out that the defense based its case on the fact that St-Amand suffered from childhood trauma from birth to age five, and she expressed her concerns about the future.

In the GoFundMe page, a relative confirmed that Rizza Pagkanlungan is one of the victims.

The fundraiser explained that she was a Philippine immigrant who moved to Winnipeg to pursue a better life and later immigrated to Vancouver.

The family said they were raising funds to transport Rizza's body back to the Philippines so that she could rest with her loved ones who raised and deeply loved her.
