Previous criminal records will block entry: Russia's State Duma considers strict immigration ban
A bill has been submitted to the Russian State Duma, which will completely overhaul regulations concerning foreign nationals' residence in Russia. State Duma Chairman Vyacheslav Volodin stated that any foreigner with an unresolved or unexpunged criminal record—regardless of whether the offense occurred within or outside Russia—will no longer be eligible to apply for Russian citizenship.
Moreover, the new rules will have retroactive effect: if a foreigner is found to have a prior criminal record, both permanent and temporary residence permits already issued will be immediately revoked.
However, these stringent restrictions do not apply to everyone. Volodin clarified that foreigners officially recognized as refugees, as well as those granted political asylum or temporary protection within Russia, are exempt from the scope of this bill.
