Publicly released documents numbered 608, 609, and 610 (pertaining to honors and ambassador appointments), along with Presidential Decree No. 604 dated August 24, which permits temporary state takeover of enterprises failing to adequately protect against drone attacks, are available. However, presidential decrees numbered 605, 606, and 607 are missing—these are marked as classified.

Alexander Yunashyev, a journalist from the Kremlin Press Corps, reported that Putin canceled a public event previously planned to involve "hundreds of people" in order to meet with the CIA director.

According to The Wall Street Journal, Ratcliffe brought a warning from the U.S. side, urging Russia not to initiate a new round of mobilization or take any actions provocative toward NATO.

Some analysts have linked these three secret decrees and this visit to a potential new prisoner exchange between the U.S. and Russia.

On the same day, Russian Foreign Minister Sergey Lavrov met with Vatican envoy Paul Richard Gallagher in Moscow. It is reported that the envoy delivered peace proposals concerning the Ukraine issue.
