Putin Approves New Rules: Companies Unable to Resist Ukrainian Drone Attacks May Be Taken Over by the State
According to Bild, Putin signed a presidential decree stipulating that if enterprises are deemed by the Russian government to be insufficiently protected against drone attacks or slow in post-disaster recovery and handling, the Russian authorities may impose forced management. Assets of companies in sectors such as energy, industry, communications, and transportation logistics fall within the scope of application of the new regulations.
The regulated entities include not only physical assets but also financial assets and corporate equity held by legal shareholders, which will be managed by the Federal Agency for State Property Management (Rosimущество), although Putin may designate alternative managers at his discretion.
In recent months, logistics facilities of major Russian e-commerce platforms Wildberries and Ozon have been repeatedly targeted by Ukrainian drones. The new rules are expected to affect such leading enterprises, though the official text of the decree does not directly name these companies.
Data from Bloomberg shows that since 2022, the Russian government has placed over a hundred corporate assets under state control through various means.
