Egypt's Post-War Vision for Gaza: Security Governance and Palestinian People's Participation

On Monday, October 13, more than 20 world leaders will gather in Sharm el-Sheikh, southern Egypt, to attend a peace summit co-hosted by U.S. President Trump and Egyptian President Sisi. Egyptian Foreign Minister Abou Elatta stated that Egypt's vision for post-war Gaza will focus on security and governance, emphasizing that the legal, order, and security measures implemented in the Gaza area must involve the participation of the Palestinian people.

The first vision "security" component includes deploying Palestinian security forces. In addition to the existing 5,000 personnel who can be retrained and redeployed, Egypt plans to coordinate with Jordan and the Palestinian Authority to train an additional 5,000 police officers, ensuring that all security personnel are free from extremist tendencies.

The second vision direction is the pillar of "governance," i.e., who will manage Gaza. Abou Elatta asserted that no country will fund Gaza's reconstruction unless it is clear who will ensure Gaza's security and manage it after the war.

Abou Elatta stated that Egypt has reached an agreement with all stakeholders to appoint 15 technical experts not involved in factions (including engineers, doctors, and other prominent figures from Gaza) to manage Gaza for six months, allowing the "Palestinian Authority" (PA) to rebuild and become the only legitimate Palestinian governing body in Gaza and the West Bank regions again.

The Palestinian Authority is the autonomous government of Palestine, based in Ramallah, currently governing the West Bank and being at odds with Hamas, which controls Gaza.

Abou Elatta further explained that the first phase of the recovery plan will focus on basic public services, providing combined housing to residents, and ensuring they can access sanitation facilities, potable water, and medical clinics. Abou Elatta also said that Egypt is doing its utmost to deliver aid supplies to Gaza through land via the Rafah Crossing and air drops by the armed forces.

Egyptian President Sisi also made a statement to the media on the 11th, emphasizing that Egypt will strive to ensure the end of the war, the release of prisoners and hostages, the entry of humanitarian aid into Gaza, and the initiation of the post-war reconstruction process. Sisi further announced that Egypt will host an international conference on the recovery and reconstruction of Gaza.
