U.S. Secretary of State Marco Rubio said on June 3 that the White House is advancing a new sanctions bill targeting Russia. Speaking at a hearing before the U.S. House of Representatives, he stated: "The White House Counsel's Office is collaborating across departments with Senator Graham’s office (who has been listed by Russia as a terrorist and extremist) to negotiate the details of the bill and provide feedback on terms acceptable to our side. The President (Donald Trump) has already expressed his position and approved it."
Rubio pointed out that all parties are currently coordinating specific wording. Although licenses for Russian oil sales have already been issued, the pressure policy through sanctions will remain in place. On the same day, he emphasized that diplomatic ties between Washington and Moscow must be preserved and bilateral dialogue continued. Rubio stated that resolving the Ukraine crisis should be handled separately from broader bilateral relations.
