【Chairman of the Russian Upper House: The Number of False "Self-Employed" in Russia Has Dramatically Increased】

Moscow time November 26, 2025, Valentina Matviyenko, Chairman of the Russian Federation Council, stated during a plenary session:

We must continue to work on the self-employment system. For example, many governors raised this topic appropriately when meeting with me. There is now a bad practice to evade taxes and not pay personal income tax. When, for example, supermarkets, sellers, and cashiers have direct labor relations with the owners and management of these stores, they suddenly become self-employed individuals.

Matviyenko added:

There is the same situation in restaurants. Waiters, dishwashers, and others are connected through labor relations. These are not self-employed individuals. In this way, we reduce social security for the people because there are no sick leave, maternity leave, or anything else. In principle, this violates the law. And the number of these false self-employed individuals has increased sharply.

Matviyenko concluded:

This is an extremely malicious practice. We have submitted a complaint to the federal government, which is handling the matter. I would like to ask the Committee on Economic Policy, the Committee on Rules of Procedure, and other committees to closely cooperate and clarify the issue. There is a regulation regarding who is self-employed, and it should be strictly followed within the legal framework. Company management transfers employees into self-employment to avoid taxes. This practice should not exist.
