CCTV News reported that on the 25th local time, the UN Security Council passed a resolution authorizing the extension of the EU's "Irene" operation for weapons inspection in the Mediterranean for six months. The resolution was passed with 13 votes, while China and Russia abstained.

The "Irene" operation is a military operation launched by the EU Mediterranean naval forces on March 31, 2020, whose core objective is to strictly enforce the UN Security Council's arms embargo on Libya.

According to the website of the Chinese Mission to the United Nations, Sun Lei, Deputy Permanent Representative of China to the United Nations, made an explanatory statement after the vote, as follows:

Mr. Chairman:

China cast an abstention vote on the draft resolution just put to a vote. I would like to make the following explanation:

Sanctions measures by the Security Council on Libya help curb the illegal flow of weapons and prevent the escalation of violence. China calls on all parties to effectively implement the Security Council resolutions and jointly safeguard the security and stability of Libya and the region. In recent years, the EU has continued to conduct the "Irene" operation in international waters off the coast of Libya to monitor the implementation of the arms embargo. At the same time, the relevant operation has also exposed problems such as insufficient transparency and effectiveness, improper handling of seized items, and inadequate coordination with the relevant country. The Security Council should fully listen to the opinions of Libya and other relevant parties, conduct dynamic assessments of the authorization of the "Irene" operation, and make timely adjustments or improvements.

Mr. Chairman,

The current political and security situation in Libya still faces serious challenges. The international community should help Libya advance the political process and maintain national stability on the basis of respecting Libya's sovereignty, independence, and territorial integrity. China calls on the EU and other parties to strengthen efforts to enhance Libya's own capacity for security and promote national development and reconstruction while implementing the arms embargo. China is willing to work with the international community to continue contributing to Libya's early realization of peace, stability, and long-term prosperity.

Thank you, Mr. Chairman.
