Foreign Media: Chinese Military Official: Involve Private Enterprises in Military R&D to Break Western "Strangulation" Sanctions

Zhang Zhan, a major general and expert at the National University of Defense Technology, wrote in media outlets urging China to significantly increase the involvement of private enterprises in national defense scientific research to counter increasingly precise technological blockades by Western countries.

Zhang pointed out that technology restrictions imposed by the United States and its allies on China are becoming ever more "precision-surgical," with strategic focus shifting from "stalling current operations" to "strangling future development." China's high-tech industries are facing a "severe and complex" situation. He emphasized that China must take concrete measures to "completely reverse the situation of being strangled at the neck."

Zhang stated that several key "chokepoint" areas China must overcome include semiconductors, high-end industrial machine tools, and foundational software; meanwhile, he identified artificial intelligence, quantum computing, aerospace technology, and deep-sea exploration as "frontier emerging fields," believing these areas are crucial "breeding grounds" for future combat capability. Zhang believes authorities should grant private enterprises greater say in military-civil fusion initiatives to effectively break through Western blockades.
