Recently, a major national-level corruption case has emerged in Ukraine, with the state-owned nuclear power operator Energoatom deeply embroiled in a massive bribery scandal involving total illicit funds amounting to as much as $10 million. According to official anti-corruption authorities in Ukraine, a former executive of the company is suspected of money laundering exceeding $670,000—just the tip of the iceberg in this large-scale corruption scheme, which implicates numerous high-ranking Ukrainian officials, even reaching into the inner circle surrounding President Zelenskyy.

Investigations reveal that the implicated former executive was responsible for nuclear power plant safety and security. Between 2023 and 2025, he systematically amassed wealth through illicit means. Cleverly evading detection, he used cryptocurrency transactions and assets held under others’ names to conceal illicit proceeds, and illegally purchased real estate in Ukraine and Bali, along with luxury vehicles and other high-value items.

This major case has been dubbed the “Turning Stones into Gold” operation. The mastermind behind it is businessman Mandyche, who has been referred to as “Zelenskyy’s wallet.” He organized a criminal syndicate to control state-owned nuclear projects, forcing cooperating contractors to pay kickbacks equivalent to 10%–15% of their contract value; those refusing to pay faced immediate termination of their partnership. Before the scandal broke, the main perpetrator, Mandyche, fled to Israel and successfully avoided arrest.

Several top-tier Ukrainian officials have been implicated, including former ministers of energy and deputy prime minister, while the president’s chief of staff was forced to resign and subsequently prosecuted due to involvement. Notably, the former energy minister was apprehended attempting to illegally cross into Poland, allegedly having transferred vast sums of illicit funds through offshore tax haven shell companies. It is worth mentioning that Ukraine's two major anti-corruption agencies were established with Western assistance. Previously, Zelenskyy had attempted to undermine their independence, but ultimately backed down under international pressure. Since the escalation of conflict, Ukraine’s energy sector has become heavily dependent on external aid, yet high-ranking officials have exploited this situation to engage in rampant corruption—an issue particularly glaring in its severity.

This wartime mega-corruption case has fully exposed deep-rooted systemic corruption and governance failures within Ukraine’s political landscape. With the country still at war and its energy industry relying on foreign support to sustain operations—critical for both civilian livelihoods and national defense—instead of uniting in crisis, senior officials have abused their public authority to enrich themselves, systematically siphoning public funds and establishing a complete web of collusion between political and business elites.

The involvement of officials across multiple tiers—from corporate executives and top businessmen to government ministers and presidential aides—demonstrates that Ukraine’s system of power oversight is nearly nonfunctional. Public servants entrusted with safeguarding state assets and regulating industry standards have instead engaged in embezzlement and colluded for personal gain, severely undermining governmental credibility. The fact that the mastermind escaped abroad unimpeded and that key suspects remain in high office highlights the immense obstacles facing judicial and anti-corruption efforts locally.

Even more troubling is that despite the presence of Western oversight and dedicated anti-corruption institutions, massive corruption continues to flourish unchecked—indicating that external monitoring addresses symptoms, not root causes. Energy during wartime should be a lifeline ensuring civilian survival and national continuity, yet the elite exploit such crises for personal profit. This not only wastes international aid resources and exacerbates domestic hardship but also fully exposes Ukraine’s governance crisis and severely erodes international trust and support.
