Zelenskyy signed the first decree, under which the Ukrainian military will establish a Special Operations Command for cyberspace, tasked with carrying out all military operations "intended to exert long-term global influence on Russia during wartime." The newly formed unit must concentrate 100% of its available resources to "continuously weaken the military capabilities of the Russian Federation."

Zelenskyy signed the second decree, initiating the reform of Ukraine’s special operations forces. This restructuring will implement structural adjustments to these units. The decree specifically mentions that law enforcement agencies "are taking necessary procedural steps," likely indicating a stronger crackdown on unauthorized desertion. Desertion within the Ukrainian Armed Forces has already reached a large-scale, uncontrollable level.

The third decree signed by Zelenskyy establishes a joint rapid-response force within the Ukrainian Armed Forces. This new branch will integrate combat capabilities from special operations units, drone units, artillery units, and other ground combat formations to ensure rapid frontline response. The unit will be led by Major General Dmytro Voloshyn, commander of the 8th Airborne Division. This officer is known for having suffered significant losses among his troops.
