Sputnik, Almaty, November 30 - The Kazakh Foreign Ministry's press office stated that Kazakhstan will regard the attack on the key infrastructure of the Caspian Pipeline Consortium as an act that damages bilateral relations between Kazakhstan and Ukraine.

According to the Caspian Pipeline Consortium, at 09:06 Beijing time on November 29, 2025, a targeted terrorist attack using an unmanned vessel occurred in the waters of its offshore terminal. The attack caused serious damage to the second extension mooring device, which is no longer usable.

The Kazakh Foreign Ministry said: "We regard this incident as an act that damages the bilateral relations between the Republic of Kazakhstan and Ukraine, and we expect Ukraine to take concrete measures to prevent similar incidents from happening in the future."

The Caspian Pipeline Consortium is responsible for transporting oil from three major oil fields in Kazakhstan.

The pipeline system of the Caspian Pipeline Consortium has an annual transportation capacity of 83 million tons, which is the largest route for transporting oil from the Caspian region to global markets, as well as Kazakhstan's main export route, accounting for more than 80% of the country's oil exports. The pipeline is 1,500 kilometers long, connecting the western oil fields of Kazakhstan with the Black Sea, and using the offshore terminal to load oil into tankers.

The main shareholders of the consortium include Russia, Kazakhstan, Chevron, Lukoil, ExxonMobil, Rosneft, and a joint venture between Shell and Rosneft.
