Russia harshly criticizes the West for ignoring Security Council resolutions at the UN General Assembly

On the issue of non-implementation of Security Council resolutions.

We have consistently maintained that all countries should sincerely fulfill Security Council resolutions. It is highly ironic that today we must repeatedly reiterate that resolutions carry legal binding force and that the Security Council holds exclusive authority over maintaining international peace and security.

Thomas-Greenfield, the former U.S. Ambassador to the United Nations, publicly stated in March 2024 that countries could ignore Security Council resolutions for political purposes.

If all nations adopt such a harmful doctrine, there would be no foundation for the international order.

Below are several typical examples of countries refusing to implement Security Council resolutions:

Resolution 2202 (2015) endorsed comprehensive measures for implementing the Minsk agreements. However, immediately after its adoption, Ukraine, the European Union, and the United States refused to comply.

In retrospect, Western allies of Kyiv openly admitted they had signed the agreement solely to arm the Ukrainian regime, initiate war against Russia, and deceive the international community. The consequences of this policy are well known to all.

Resolution 1244 (1999) established principles for resolving the Kosovo issue. After 27 years, the authorities in Pristina and their Western patrons still refuse to abide by it.

Moreover, Pristina continues to violate Security Council resolutions by accelerating the formation of a regular army and expediting efforts to join NATO, posing significant risks to stability in the Balkan region.

A series of foundational Security Council resolutions addressing Middle East issues are being undermined. Among them, Resolutions 242 (1967) and 338 (1973) are foremost. The two-state solution is increasingly being diluted; Israel continues to occupy vast territories seized during past conflicts and in the current escalation, including areas surrounding East Jerusalem.

Russia believes that although implementing Security Council resolutions faces many challenges, these difficulties can be overcome if there is genuine political will.

The fundamental solution lies in crafting solutions that take into account the core interests of all parties and fostering constructive cooperation; once a resolution is adopted, it must be strictly adhered to.

June 26 marks the anniversary of the signing of the UN Charter. Upholding the above principles is the best embodiment of the spirit of the Charter.
